Zero Neutrino Mass Scale in Semi-Empirical Phenomenology 

    There are definite empirical hints on special kind of neutrino masses.

1) Ratio of neutrino masses to the lightest particle electron mass is very small m-nu/m-e = ~10-6. Hence it seems natural to suggest new physics effect of zero neutrino mass scale.

2) Empirical neutrino solar S and atmospheric A mass squared differences, S = ~7.5x10^(-5) eV^2 and A = ~2.5x10^(-3)eV^2, are small and may be considered as perturbation effects that split the primary threefold degenerate zero neutrino masses.

3) That splitting effect keeps zero value of the smallest neutrino mass m1 = 0.

4) A new interesting fundamental neutrino mass result is that the suggested zero nu-mass scale physics determines the complete spectrum of absolute neutrino masses

                                m1 = ~ 0, m2 = ~ 0.009 eV, m3 = ~ 0.05 eV.

5) That neutrino mass spectrum is hierarchical and is in complete analogy with the only definitely known from data hierarchical Dirac spectra of charged leptons and up- and down-quarks.

6) The sum of neutrino masses is

                                   (m1 + m2 + m3) = ~0.059 eV,

which is observable in astrophysical, cosmological and terrestrial coming experiments.

7) The main condition m1 = 0 follows also from the empirical data of near maximal atmospheric neutrino mixing angle in “Geometric interpretation of SM hierarchies and zero neutrino mass scale” arXiv:1212.1417.

   Unfortunately, basic theory of zero neutrino mass scale is not developed at present in contrast to empirically not enough supported, but favorable by theory see-saw mechanism.
